Development department research 2002-2003

Planning 2002-2003 research programme - New Projects:

Town Centres and Retailing: To evaluate the operation of NPPG8, including the sequential approach, and to address a number of detailed issues relevant to any future revision of policy.

Design Quality in Private Sector Housing: To consider how improvements can be achieved and how obstacles to delivery can be overcome, drawing on lessons and experiences from other countries.

Evaluation of New Planning Controls over Telecommunications Developments: To establish what effect new controls have had on planning authorities, operators and SE Inquiry Reporters Unit.

Planning 2001-2002 research programme - update:

Methodology for Conservation Area Appraisal: Prepare methodology for conservation area appraisal and carry out fully worked examples. The final report was published September 2002 and the work forms a constituent part of the PAN on Conservation Area Management.

Review of NPPG15: To evaluate the impact NPPG15 has had on rural development, and to establish the effectiveness of the policy guidance in dealing with change in rural areas. Work to be completed early 2003.

City Region Study: To examine the broad spheres of influence of four major cities. Relates to the Cities Review and Review of Strategic Planning. The aim is to identify the local authorities who are strategically influenced by the four cities in relation to housing market areas, transport proposals, travel to work areas and retail catchments. Completed in May 2002.

Tree Preservation Orders: Review TPO procedures and make recommendations for simplified procedures and any amendments to legislation. Completed in July 2002.

Public Involvement in Planning: To explore how members of the public view their role in the planning system and what mechanisms they consider necessary to enable them to become more effectively involved. Completed in May 2002.

Getting Involved in Planning: To review current mechanisms for involving the public in the planning system and to identify ways in which the public can be more effectively involved. Completed June 2002.

Transport/Road Safety 2002-2003 Research Programme - New Projects:

Integrating Transport with Land-use Planning:Demographic/Household change/Land Use/Transport Modelling Study: To investigate how future demographic, household, employment and associated lifestyle changes will affect patterns of land-use and related transport needs and provision over the next 20 years.

Transferability of Best Practice which Underpins Effective Transport Policy Delivery: To examine how transport policy is delivered outwith the UK and to consider how these could be transferred to the Scottish Policy context. Specific consideration of passenger transport executives, regional think tanks and blanket urban speed limits will be required.

Transport/Road Safety 2001-2002 Research Programme - Update:

Assessment of City Regions from a Transport Perspective: To assess the case for city regions from the perspective of transport linkages and corridors and identify indicators that would usefully contribute, and to consider the role and relationship of regional transport partnerships to city region structure plan areas.

Rural Accessibility: Sought to examine and provide better understanding of accessibility within rural Scotland and use five case-study areas to illustrate attitudes and behaviour. Was published in spring 2002.

Guide to Transport Assessment for Development Proposals in Scotland: To set out the requirements for TAs and provide the basis for a guide to preparing them. Publication was on 15 April 2002.

The Effects of Maximum Car Parking Standards including Inward Investment Implications: To investigate fears that the imposition of maximum parking standards might inhibit inward investment opportunities and the outcome of the research will inform current consultation. Publication as above.
