The previous administration commissioned research, to investigate and review measures used to combat the abuse of parking bays reserved for disabled people and to put forward best practice guidance on the most effective measures that can be used in off-street car parks in Scotland. The purpose of this research was to provide advice and assistance for those responsible for the provision of off-street parking in adhering to the guidelines set out in the Disability Discrimination Act 2005. The findings from the research and the Good Practice Guidelines were published on 28 September 2007 and can be accessed through the attached links:

The Good Practice Guidelines focus on off-street reserved parking bays including those provided in municipal car parks, at railway stations, transport interchanges, supermarkets, shopping precincts, hospitals and so on. The publication highlights factors that influence the misuse of reserved parking bays, the groups who misuse them and what measures can be applied to tackle the problem. This publication was disseminated to service providers throughout Scotland.
