The Scottish Government's Justice Directorate has overall responsibility for policy on emergency planning in Scotland (apart from Health). The basic principle applied in Scotland and the UK is of local management of incidents.

At the Scottish level the Government chairs the Resilience Advisory Board for Scotland (RABS), which ensures that steps are taken to respond to the changing risk environment. It also ensures that work is co-ordinated with the UK Government's Civil Contingencies Secretariat. The membership of RABS can be adjusted according to circumstances but it includes Government directorates, emergency services, local authorities and the Military.
