Phase 3 - The Competitiveness of HE in Scotland , Published March 04

The remit of the 3rd Phase Scottish Higher Education Review was to establish a robust basis of evidence in relation to the competitiveness of higher education in Scotland. By providing a far more extensive shared evidence base than has been available previously, the final report offers a common starting point for Ministers and decision makers in considering the future policy options available to them.

This commonly agreed evidence base serves:

  • as a robust analytical evidence base to better understand the current baseline of the sector
  • to understand fully the potential implications of the DfES White Paper, and to inform responses in Scotland to any new funding system implemented by DfES in England
  • to inform the 2004 spending review process
  • to improve the quality of advice and information available to all interested parties on the sector.

Phase 2 - A Framework for HE in Scotland , Published March 03

The Scottish Executive published the second phase of its review of higher education in Scotland on Thursday, 20 March 2003.

The report brings together the conclusions of an eighteen-month programme of consultation and dialogue on the future of higher education in Scotland, and defines the priorities and objectives for the next decade, focusing on the key themes of teaching and learning, research and knowledge transfer, and governance and management. One of our key national priorities is the strong desire that our higher education sector plays its full part within wider lifelong learning in Scotland, thereby ensuring a growth in opportunities for learners to progress seamlessly through education, particularly through well-managed articulation, from one level of course to another.

The report marks the conclusion of the second phase of the Scottish higher education review, the first phase of which consisted of the organisational review of SHEFC published last August. The third phase will access the competitiveness of Scottish higher education in a UK and wider context and look at the work already announced to look at the longer-term implications for Scotland of funding changes proposed in England.
