Progress

Scottish Planning Policy (SPP) 2: Economic Development was published on 15 November 2002. It states that in responding to the need for innovative rural development planning authorities should identify and develop, in association with the Enterprise Networks and other agencies, the economic potential stemming from better links between farming and other rural businesses.

SPP3: Planning for Housing was published on 27 February 2003. It recognises that buildings in the countryside no longer required for their original purposes can offer opportunities for conversion to dwellings, and advises that planning authorities should look sympathetically at proposals for the sensitive re-use, conversion or rehabilitation of such buildings which can be accessed safely and readily serviced.

National Planning Policy Guideline (NPPG) 15: Rural Development: Following public consultation, and with the assistance of stakeholders, NPPG 15 has been revised as a Scottish Planning Policy (SPP). The final SSP was published in February 2005. A Planning Advice Note (PAN) on rural diversification was issued at the same time.
