Annex 5: Methodology for monitoring and review of interim scheme
1. The interim scheme will probably operate for a relatively very short period making it difficult to review the scheme based on final impact indicators. Therefore the review will focus on intermediate impact indicators. These are imperfect, but can act as proxies for the final impacts of the interim scheme on environmental, social and economic benefits of maintaining farming in the LFAs. A list of indicators for the review has been drawn against each of the objectives and this is given below.

2. To assess the impact of the interim scheme, the review will monitor how the above indicators change between 2006 and 2008. In addition, it will monitor changes to the above indicators for broad geographic areas (eg NUTS 2 and NUTS 3) in order to assess any spatial variations in the impacts of the interim scheme. Given that coupled payments under LFASS were last made in 2006 based on the ratio of sheep to cattle in 2005, baseline measures will be derived from 2005 data.
