6. Expenditure on housing management and on repairs and maintenance (Charts 5 - 8)
In 2008-09 the 26 local authorities with council houses are budgeting to spend £570m on the management, repair and maintenance of their 322.9 thousand council houses. This expenditure represents £1,766 per house, an increase of 5.5%, or £92 per house over 2007-08. Planned spending ranges from £1,423 per house in West Dunbartonshire to £2,110 in Dundee. Differing accounting practices amongst local authorities mean that the figures for individual local authorities may not always be directly comparable and the estimates for management & maintenance expenditure should be treated with caution.
Within overall management & maintenance expenditure, average annual supervision and management costs are estimated to be £673 per house in 2008-09, an increase of £51 per house or 8.2% over 2007-08. In the 10 years between 1997-98 and 2007-08 expenditure per house on supervision and management increased by 70% in real terms, a real terms increase of about 5.5% per year. Supervision and management costs in 2008-09 range from £293 per houses in Shetland to £883 per house in Dundee. As local authorities differ in the extent to which central administration and related service costs are included, individual figures may not always be directly comparable.
Average annual expenditure on repairs and maintenance is estimated to be £1,093 per house in 2008-09. This is an increase of £41 per house or 3.9% over 2007-08. In the 10 years between 1997-98 and 2007-08 expenditure per house on repairs and maintenance increased by 37% in real terms, a real terms increase of about 3.1% per year. Estimated spending on repairs and maintenance in 2008-09 ranges from £697 per house in Angus to £1,474 per house in Aberdeen City.
