11. Capital debt (Charts 16 & 17)

Councils estimate that HRA debt will total £1,934.9 million by 31 March 2009, an increase of £92.9 million (5.0%) over 31 March 2008. This is the first increase in total Scottish local authority housing debt for over a decade and gives an expected average debt per house of £6,056 per house by 31 March 2009. Shetland and Edinburgh continue to have the highest amount of debt - £26,857 per house and £14,517 respectively at 31 March 2009, Orkney continues to be debt free, and of the remaining councils Falkirk has the lowest debt per house - £1,969 per house.
