10. Housing revenue account surpluses (Chart 15)

Housing Revenue Account surpluses increased from £139.1 million in 2003-04 to £206.6m in 2007-08. While councils are budgeting a small reduction in surpluses to £185.6 million in 2008-09 on past experience this may be an underestimate 2. Of the £185.6m in surpluses in 2008-09 councils have budgeted to spend £103.0 million (55%) to boost their capital expenditure and to carry £81.3 million (43%) forward to 2009-10. One council - Renfrewshire - has budgeted to transfer a small part of their surplus to a repairs and renewals fund, while one council - East Lothian - has budgeted to transfer £1 million of their surplus to their general fund.
