ANNEX 2 THE CONSULTATION EVENTS

Four consultation events were held, as follows:

8 th February, 2008

Convention of Scottish Local Authorities, Edinburgh

13 th February, 2008

Highlands and Islands Enterprise, Inverness

7 th March, 2008

Scottish Enterprise, Glasgow

26 th March, 2008

The Scottish Government, Edinburgh

All of the events followed largely the same format and involved:

  • A welcome by the host organisation.
  • A presentation by the Scottish Government of the consultation document.
  • Questions and answers.
  • Small group workshop discussions.
  • Closing remarks.

Each of the events covered a number of themes, with the specific questions detailed in the individual reports. The themes considered were as follows:

Event 1: COSLA

1. Delivering on commitments.
2. A new framework - building on existing practice.
3. Reporting and scrutiny of central and local government.
4. Changes to legislation to enable local government to take action.

Event 2: HIE

1. Setting budgets.
2. Holding Government and the public sector to account.
3. Measuring the target and unique issues.
4. Unique issues for the Highlands and Islands.

Event 3: SE

1. Setting emissions budgets.
2. Helping business meet the climate change challenge.

Event 4: The Scottish Government

1. Enabling business to take action.
2. Holding Government to account.
3. The role of the wider public sector.
4. Getting there to 2050.
5. Maximising benefit to 2050.
