3 What is a PFMR?

3.1 Policy and Financial Management Reviews ( PFMRs) are an established means of ensuring that public bodies are continuing to meet Scottish Ministers' policies and priorities. They are designed to ensure that all public bodies are subject to regular and challenging review, taking full account of the views of all stakeholders, to ensure that the right structures are in place for the public body to deliver the Scottish Ministers' agenda effectively, efficiently and in a joined-up way.

3.2 This PFMR approach seeks to ensure that public bodies:

  • Are focussed on accessible, high quality and consistent service delivery;
  • Are responsive to the needs and views of customers and put their stakeholders first;
  • Take advantage of the opportunities provided by new technology;
  • Are aware of the contribution they make to wider Government objectives and work effectively in partnership with others ('joined up' government); and
  • Are forward-looking and innovative.

3.3 The PFMR process allows new ideas and new ways of doing things to be identified, with the potential to yield long term benefits for the body being reviewed and its stakeholders.
