Since 2002, a total of £18 million was allocated to SCHRI to end March 2008.

This has provided grant assistance to nearly 2500 householder installations and over 300 community projects.

Review of existing policy ( SPP 6) on renewables and locational guidance.

Published March 2007.

This policy sets out the national planning policies for renewable energy developments that planning authorities should consider when preparing development plans and when determining planning applications. Also to be considered when Ministers determine Electricity Act cases. We are assisting planning authorities with preparation of their onshore windfarm locational frameworks in form of supplementary planning guidance - expert advisors have been appointed to help them and national guidance will be issued shortly.

Policy includes an expectation that all future applications proposing development with cumulative floorspace of 500 square metres or more should incorporate on site zero and low carbon equipment contributing at least an extra 15% reduction in CO2 emissions beyond the building regulation CO2 emissions standard. PAN 84 issued to assist stakeholders with implementation of policy. Advice on calculating the 15% and implementing the policy issued on 10 March.

(N) Extension to Central Energy Efficiency Fund

£20m revolving loan fund to assist the public sector to make the initial capital investment necessary to achieve energy savings. An additional £4 million has been allocated to the further and higher education sectors. These funds will continue to be re-invested in energy saving projects. An interim evaluation for the local authority part of the scheme was carried out in 2007 and a full evaluation is planned in 2010 when the programme will have been operational for 5 full years.

In July 2006 UK Government published a report setting out the initial findings of the UK Energy Review. These findings informed the publication of the UK Energy White Paper in May 2007.

The UK Government has consulted on a number of aspects of the Energy White Paper, including nuclear power, carbon capture & storage, and heat.

The UK Energy Bill, implementing the White Paper's proposals on carbon storage, offshore gas storage, the Renewables Obligation and nuclear power, was introduced in Westminster in January 2008. The Scottish Government has made clear its opposition to new nuclear power stations, and the Bill's nuclear provisions do not extend to Scotland.

The Bill includes provisions that will executively devolve powers to Scottish Ministers to band the Renewables Obligation; and will make provision for Scottish Ministers to licence carbon dioxide storage in territorial waters adjacent to Scotland, 0-12 nautical miles.

Working up proposals with energy companies and universities. A range of private and public sector partners, including the Scottish Government, are taking forward a feasibility study to consider potential carbon storage sites, both onshore and offshore, along with an appraisal of options regarding the transportation of CO2 and an analysis of the commercial and economic models for the development of relevant infrastructure in Scotland.

Ensuring that the correct legislation exists to enable carbon storage offshore in the North Sea, through collaboration with the UK Energy Bill provisions, and influencing the UK's negotiations on the European Union's draft Directive on Carbon Storage.

(N) Preparation of extensive and effective clean energy legislation

Legislative competence for Energy is principally Reserved to Westminster under the Scotland Act 1998. The Scottish Government is working with the UK Government wherever possible to ensure that relevant clean energy legislation applies to Scotland.

By cooperating with the UK Energy Bill 2008, Scottish Ministers will gain enhanced executively-devolved powers to band the Renewables Obligation; and will have new powers to regulate storage of carbon dioxide as part of the carbon capture & storage process to significantly reduce emissions from fossil fuel power generation.

Where we have legislative competence, the Climate Change Bill will set a binding framework for Scottish Ministers to reduce Scotland's emissions by 80% by 2050, in which energy will play a part.

Publication of the finalised National Transport Strategy including decisions on new climate change targets and the existing traffic stabilisation target

  • Working with the UK Government to deliver the biofuels target (5% by 2010)

  • Exploring with key partners sustainable travel demonstration towns across Scotland to reduce car use and promote cycling and walking "Smarter Choices, Smarter Places"

(N) Expand rail capacity at Edinburgh Waverley

In line with improving reliability, attractiveness and journey times, the Waverley station capacity works increased capacity by providing:

  • 4 new platforms;
  • extensive track re-modelling work to allow 4 extra train paths per hour;
  • extra capacity on existing platforms to accommodate longer trains;
  • an additional platform at Haymarket station and a temporary train servicing depot at Slateford to minimise disruption caused by track re-modelling;
  • 2 new escalators and passenger lifts inside the station;

extension of the existing Signal Centre to accommodate the new Integrated Electronic Control Centre ( IECC).

(N) Extensive Electrification of Scotland's rail network

In line with the Scottish ministers' aspiration to minimise the impact of the rail network on the environment, and improve journey times and reliability, a programme of electrification is currently being developed. The programme is focusing initially on the Edinburgh-Glasgow core route (via Falkirk High), the route from Stirling and Dunblane to Glasgow and Edinburgh, and the Cumbernauld line to Falkirk Grahamston.

The High Level Output Specification published in July 2007 outlines the Scottish Government's aspirations for a further programme of infill electrification. Assessment of the benefits of furthering these aspirations to electrify Whifflet, Paisley Canal, East Kilbride and Barrhead/Kilmarnock will follow.

The programme is looking to implement over 200 track miles of electrified railway.

(N) Integrated Public Transport network

Public consultation on a draft ticketing policy is scheduled for Spring 2008

A soon to be established NTS Stakeholder Group is expected to drive this commitment forward.

The Scottish Government is developing a framework that will encourage a greater consistency in ticketing approaches across Scotland. This will support ease of travel on Scotland's public transport services through the use of smartcard technology.

From a transport perspective this commitment, is being delivered as part of a wider policy approach to persuade and not punish car users to other modes as part of the Government's aim and ambition that year on year the journeys Scots make are greener, safer and easier. The Transport Directorate is developing a package of measures to promote the Smart Measures, including travel plans, and a support network is being developed to support organisations develop and implement measures that best suit their needs.

(N) Consolidation of delivery services - consolidate loads when doing deliveries into cities.

This is being taken forward through delivery of the Freight Action Plan - specifically through the establishment of Freight Quality Partnerships by Regional Transport Partnerships. Successful and sustainable consolidation schemes can best be identified and promoted at a regional / local level, - and by bringing together the freight industry and businesses at a local/regional level FQPs are best placed to do this. To date SPT and SESTRANS have developed FQPs. SESTRANS are in the process of commissioning research into freight movements in their area, one of the aims of which is to identify possible opportunities for load consolidation.

Road Equivalent Tariff

(N) Commission a study into Road Equivalent Tariff, reporting on options for improved connection to Scottish islands.

The Scottish Government is looking to overhaul the current ferry fares system and consequently commissioned an independent research study to consider setting ferry fares on the basis of the cost of travelling an equivalent distance by road. Such a fare structure would bring cheaper travel for islanders, tourists and businesses across the country. The first stage of that study was completed in February 2008. As part of that study the consultants were asked to establish the most effective structure for a RET pilot. On 26 February 2008 the Minister for Transport announced ferry fares were to be substantially reduced by up to half on all Western Isles to mainland routes under that pilot scheme. The pilot scheme will operate from 19 October 2008 until the spring of 2011 and will result in up to 50% off fares.

(N) Conduct early study into options for inter-city high-speed links in Scotland

The Scottish Government wishes to realise a four hour fastest journey time between Edinburgh - Glasgow and London by 2014 and has aspirations to improve connections to mainland Europe through the Channel Tunnel Rail Link.

Lead responsibility for cross border rail services lies with the Secretary of State for Transport. The Scottish Government will continue to work with the Department for Transport to achieve this.

As part of the STPR, the Edinburgh to Glasgow Rail Improvements Study looked at various options for reducing journey times between Edinburgh and Glasgow including high-speed links. The high speed option represented poor value for money at this point in development, however will be considered further as part of the main STPR.

Certificates to be affixed to all dwellings when they are sold or rented out. For marketed properties certificates will be part of Home Report required under Part 3 of the Housing (Scotland) Act 2006.

From December 2008, all house purchasers will receive a comprehensive report on the energy efficiency of a property before they bid as part of the Home Report. This Energy Report will provide information on energy usage and costs, carbon impact, recommendations for improvements and sources of advice. This is intended to make energy efficiency a selling point in the housing market and to ensure home owners are informed about the costs and benefits of improvement measures at the point in their housing careers where they are likely to want to invest and are able to access funding from mortgage lenders.

Following consultation on a draft planning policy on renewable energy, Scottish Planning Policy ( SPP) 6 was published in March 2007. This states that 'all future applications proposing development with a total cumulative floorspace of 500 square metres or more should incorporate on-site zero and low carbon equipment contributing at least an extra 15% reduction in CO2 emissions beyond the 2007 building regulations carbon dioxide emissions standard'. The SPP continues that consideration should be given to local circumstances and to whether they justify going beyond 15%; below the 500 square metre threshold; and whether higher standards can be secured for particular developments. The Scottish Government is continuing to support the Sustainable Scotland Network ( SSN) to provide assistance to local authorities in meeting their commitments in Scotland's Climate Change Declaration. The Scottish Government is a member of the Scottish Local Authority Climate Change Programme ( SLACCP) Development Group, chaired by the SSN, which is developing a programme of support for Scottish local government. A number of elements of this support programme have already been published and can be found on the Sustainable Scotland Network website. As part of this programme, the Scottish Government commissioned a report to make recommendations on Scotland's Climate Change Declaration: A Programme of Support for Scottish Local Government and the findings were published in November 2007. A research project funded by the Scottish Government, has produced a climate change tools database and supporting guidance for local authorities on Choosing the Right Tools for the Right Jobs.

The Scottish Government launched a consultation in February 2008 on how to secure a lasting legacy for Scotland from the Games across all of the Government's strategic objectives. In the Greener section, a suggested action was to use the Games as an environmental exemplar, including using the Athletes' village and new venues to set exacting standards, for example, on carbon emissions, waste and sustainable food. The deadline for written responses is 9 May 2008. Public meetings will take place throughout Scotland in May and June, and a formal response to the consultation is expected towards the end of the year.

Energy Efficiency

(N) Ensure new build schools & hospitals meet energy efficiency design standards.

The School Estates team of the Government's Schools Directorate is currently developing a programme of work to help local authorities create a greener school estate as well as developing policy on sustainable schools. The focus will be on providing advice and guidance to authorities both on how to improve the energy efficiency of their existing school estate as well as on how to build greener new schools. The work will involve developing and disseminating examples of good practice from around Scotland and beyond through networking events and the development of an online 'green portal'.

The Scottish Government is working in partnership with SNIFFER and UK Climate Impacts Programme ( UKCIP) to consider options, including a potential workshop, to ensure effective engagement with the private sector in Scotland in identifying and responding to the impacts of climate change.

The potential workshop was delayed due to limited availability of activity champion at UKCIP. The Scottish Government has, however, been pursuing alternative methods of engaging with the private sector on climate change adaptation. This includes consultation on the proposed Scottish Climate Change Bill through events such as four consultation events with key groups of stakeholders. This includes non-governmental organisations, business and industry, the public sector, and academic / research organisations.

Scottish Road Network Climate Change Study

The Scottish Road Network Climate Change Study (2005) was a desktop analysis of the potential trends in climate change in Scotland and the implications of these changes on the operation and management of the road networks.

Coming out of the Climate Change Study, Transport Scotland has identified a range of actions that it will be implementing to improve the resilience of the Scottish trunk road network to any long-term changes in climatic conditions. Several of these actions have already been progressed, with changes made to drainage design parameters, construction contractual terms and trunk road inspection procedures.
