Introduction
Information Seminars on the Resilient Telecommunications Strategy for stakeholders in the Civil Contingencies area in Scotland were held in the Crowne Plaza Hotel Glasgow on 25 April, Ramada Perth Hotel on 27 April and Thistle Inverness on 9 May. The Seminars comprised a presentation by Craig Alexander and Ron Cowan on the RT Strategy, after which attendees then discussed the Strategy in more detail in syndicate groups. The syndicate groups were on an organisational basis. In Glasgow the groups comprised a blue lights group, 2 local authority groups and one mixed group (Scottish Executive, health boards, British Red Cross, RAF), Perth the groups were 2 blue light groups, one local authority group, one health board group and one mixed (Scottish Water, army, Scotland Gas Networks and Mountain Rescue). Inverness groups comprised one blue light and one non-blue light (local authorities, health board, army, British Red Cross). A full list of groups and attendees is at Annex A.
The syndicate groups were given one hour to discuss the strategy and then feedback to the plenary session. Feedback was done on the basis of one group giving feedback on one question with the other groups being given an opportunity to make any points that had not already been covered. There was also an opportunity for general discussion once all the feedback on the questions had been given. Annex B gives the feedback broken down by syndicate group.
Syndicate groups were given a list of questions (annex C) broken down into the various parts of the Strategy. It was stressed to those attending that the questions were only a starting point and were not proscriptive. If anyone wished to discuss an issue not covered by the syndicate questions then they could. As it was all groups closely followed the questions that they were given. Although the groups were diverse there were certain themes that came through in all the Seminars. Captured below are the themes for each layer of the Strategy.
