2002-3 Statistical Plan
Chapter 3
3. Costs
In addition to setting out the planned developments and key objectives it is important to identify the costs associated with the planned work. The costs below are taken from the Scottish Executive and the General Register Office for Scotland. Cost figures for the Information and Statistics Division (ISD) of the Common Services Agency are not included in the following tables. ISD produce their own Statistics Plan and this will include their own costs. Costs for the Forestry Commission are also not included.
The information in this chapter covers the following elements
a) Staff costs (these are based on Scottish Executive average gross salary band costs and include National Insurance and pension costs)
b) Administration costs (telecomms, postage, printing etc)
c) Accommodation costs (estimate based on overall Accommodation costs of the SE)
d) Neighbourhood Statistics costs (budgeted costs)
e) Overarching costs which cannot be allocated to a specific theme
Where appropriate the information is split by National Statistics theme and development costs are highlighted. A considerable amount of work undertaken by the statistics group is not currently labelled as National Statistics and in order to provide a full picture of costs, this information is provided separately. Also included as separate items are overarching costs for products that contribute to more than one work theme.
Tables 1 and 4 contain overall total costs made up of staff costs, development costs, administration costs and accommodation costs split by National Statistics themes; and a subtotal of this overall cost identifying development costs by National Statistics themes. Additional information is presented separately on Neighbourhood Statistics and statistics work that is taken forward by the Statistics group which is neither National Statistics nor Neighbourhood Statistics work.
Tables 2 and 5 sets out those development costs identified in Tables 1 and 5 as National Statistics development costs, whose costs exceed 50,000.
Tables 3 and 6 set out costs that have not been identified in any other table. These costs relate to cross cutting costs where the product contributes to a range of outputs and therefore cannot be allocated to a single theme.
